Authorizes transactions related to this bond starting May 5, 2026. Effective from March 19, 2026.

GL 5W — PdVSA 8.5% Bond (2020)

Extends the authorization for the same bond starting June 19, 2026. Replaces 5V effective May 4, 2026.

GL 46 — Venezuelan Oil (Original Version)

Authorizes established U.S. entities to lift, export, sell, transport, and refine Venezuelan oil. Payments to blocked persons must go to the Foreign Government Deposit Fund. Superseded by 46A.

GL 46A — Venezuelan Oil (Revision)

Same as 46, but excludes local taxes, permits, and fees from the deposit requirement. Superseded by 46B.

GL 46B — Venezuelan Oil & Petrochemicals

Expands 46A to include petrochemical products (fertilizers and precursors) for importation into the U.S. Includes an annex with HS codes.

GL 48 — Provision of Goods and Services for the Oil & Gas Sector

Authorizes U.S. persons/entities to provide goods, technology, software, and services for oil and gas exploration, development, and production in Venezuela. Superseded by 48A.

GL 48A — Expanded Provision (Oil, Gas, Petrochemicals, Electricity)

Extends GL 48 to also include petrochemicals and the power sector (generation, transmission, storage, distribution).

GL 49 — Oil & Gas Contingent Contracts

Authorizes the negotiation and signing of contingent contracts for new investment in oil & gas in Venezuela, pending separate OFAC authorization. Superseded by 49A.

Extends GL 49 to include petrochemicals, electricity, and prior due diligence. Includes an annex for petrochemical products.

GL 50 — Operations of Specific Entities (Oil & Gas)

Authorizes transactions related to oil & gas in Venezuela for: BP, Chevron, Eni, Repsol, and Shell. Superseded by 50A.

GL 50A — Operations of Specific Entities (Revision)

Same as GL 50 but adds Établissements Maurel & Prom SA to the list of authorized entities.

GL 52 — Transactions with PdVSA (U.S.-Established Entities)

Authorizes transactions prohibited by E.O. 13884 and 13850 involving PdVSA, conducted by U.S.-established entities prior to January 29, 2025. Does not authorize debt, bonds, or equity transfers.

GL 53 — Official Venezuelan Missions in the U.S.

Authorizes the provision of goods and services in the U.S. to Venezuelan diplomatic missions and their employees for official or personal use. Does not apply to real estate or resale.

GL 56 — Commercial Negotiations with the Government of Venezuela

Authorizes the negotiation of contingent contracts with the Government of Venezuela under E.O. 13884. Excludes the SDN List, bonds, debt, gold, Venezuelan cryptocurrencies, and entities from Russia, Iran, North Korea, Cuba, and China.

GL 57 — Financial Services to Venezuelan Banks and Government Individuals

Authorizes financial services (accounts, transfers, payments, insurance, etc.) to the Central Bank of Venezuela, Banco de Venezuela, Banco Digital de los Trabajadores, Banco del Tesoro, and Government of Venezuela employees not listed on the SDN.

GL 46C — Venezuelan Oil and Petrochemicals

Authorizes U.S. entities to lift, export, transport, and refine Venezuelan oil, and import petrochemicals (fertilizers/precursors) into the U.S. Replaces GL 46B. Reports required every 90 days for other destinations. Excludes Russia, Iran, North Korea, Cuba, and Chinese joint ventures.

GL 47A — Sale of U.S. Diluents

Authorizes the export, sale, and transportation of U.S.-origin diluents to Venezuela. Replaces GL 47. Requires reports every 90 days. Excludes Russia, Iran, North Korea, and Cuba.

GL 48B — Energy Sector Supply

Authorizes U.S. persons to provide goods, software, technology, and services for exploration, production, or maintenance in Venezuela's energy and power sectors. Replaces GL 48A. Prohibits new joint ventures and diluent exports. Excludes Russia, Iran, North Korea, Cuba, and China.

GL 50B — Specific Entities Operations

Authorizes transactions related to oil/gas operations in Venezuela for listed entities (BP, Chevron, Eni, Maurel & Prom, Repsol, Shell) and subsidiaries. Replaces GL 50A. Excludes Russia, Iran, North Korea, Cuba, and China.

GL 51B — Minerals and Gold

Authorizes U.S. entities to export, purchase, transport, and refine Venezuelan minerals/gold involving Minerven. Replaces GL 51A. Requires supply chain due diligence reports every 30 days. Prohibits exploration, mining, and refining in Russia, Iran, North Korea, Cuba, or China.

GL 52A — Transactions with PdVSA

Authorizes transactions prohibited by E.O. 13884 or E.O. 13850 involving PdVSA conducted by established U.S. entities. Replaces GL 52. Requires reports every 90 days for exports to countries other than the U.S. Excludes Russia, Iran, North Korea, Cuba, and China.

GL 54A — Mining Sector Supply

Authorizes U.S. persons to provide goods, software, technology, and services for mineral operations (including gold) and maintenance in Venezuela. Replaces GL 54. Prohibits new joint ventures. Excludes Russia, Iran, North Korea, Cuba, and China.

GL 60 — Earthquake Relief Efforts

Authorizes transactions related to earthquake relief efforts in Venezuela otherwise prohibited by the VSR, effective through October 23, 2026. Includes funds processing on behalf of third-country persons. Does not authorize the unblocking of property or transactions prohibited by other Executive orders.
